Public Safety Communications Technician

JOB SUMMARY
The Communications Technician (PSCT) will be responsible for monitoring all of JAXPORT’s surveillance CCTV operations from the Security Operations Center. The day-to-day duties will be performed in a secure technical environment located within the Communications Center. PSCT’s will support the total security operations function through responsibilities not limited to dispatching, recordkeeping, reporting and effective communications with the Public Safety and Security team.
ESSENTIAL FUNCTIONS
- Review written procedures, contact record information and other written materials used during daily operations, and ensure that these materials are up to date at all times.
- Maintain required logs and related records, both written and electronic.
- Monitor CCTV systems for security violations, unusual situations, hazardous conditions, or traffic concerns.
- Monitor the Automated Identification System that tracks in-coming and out-going vessels.
- Monitor various alarms via computer software and make appropriate notifications in a timely manner.
- Train new hires and assist inexperienced personnel.
- Exercise proper judgement answering phone calls, 800 MHZ radio and VHF radios regarding response to incidents and appropriately dispatch uniformed personnel.
- Control access to JAXPORT facilities using the access control and related security systems.
- Complete required testing of access control, CCTV, fire, life-safety and other security systems-related equipment.
- Operate, monitor and manage access control, Code Red mass notification system, variable message signs, CCTV, fire, life-safety and other security systems as required.
- Operate, monitor and manage communications during emergencies and special events using the Mobile Command Center.
- Initiate appropriate response as required for the various alarms and other information received. Dispatch uniformed workforce and/or respond to alarms as required.
- Maintain telephone communications with central alarm monitoring stations, JAXPORT personnel, and local emergency services personnel when required.
- Initiate and maintain 24-hour, 7-day communications with JAXPORT personnel as required.
- Construct daily JAXPORT Management and Daily situational reports.
- Maintain various logs and printouts as required.
- Operate computer-based security/safety related software and applications as required.
- Maintain a positive attitude and refrain from derogatory involvement directed towards or about any coworkers or member of the chain of command, and/or any position associated with JAXPORT and/or security contract.
- Immediately report to JAXPORT Management all instances of suspected or actual criminality, misrepresentation or potential breach of security, and suspected safety issues.
DIRECT REPORTS
This position does not supervise employees.
OTHER DUTIES
Perform other duties as required or assigned.
Experience:
- Security, CCTV monitoring experience, preferred.
- Emergency dispatch operations experience preferred
License/Certifications: N/A
Knowledge:
- Strong knowledge of critical infrastructure protection measures and practices under regulatory standards is preferred.
- Experience and knowledge of Information Technologies as related to Physical Security such as Access Control Systems, Mass Notification Systems, Interoperable Communications, and CCTV.
Skills Required:
- Proficient with Microsoft Office Suite skills (Word and Excel).
- Proficient computer and software skills.
- Must have excellent verbal and written communications skills.
- Must be customer service oriented and able to work well with others in a team environment.
- Able to work independently, handle multiple tasks, organized and a self-starter.
- Able to handle sensitive issues in confidence is essential.
Travel: Travel not required
Other Requirements:
- Valid driver license is required and must be maintained during employment.
- Must be able to obtain and maintain a Transportation Workers Identification Credential (TWIC) during employment.
- This position is designated as “Safety Sensitive” and is subject to pre-employment and random drug and alcohol testing.
PHYSICAL REQUIREMENTS
- Constantly remain in a stationary position.
- Constantly move, traverse inside office or on JAXPORT property to accomplish job duties.
- Constantly operate, use or handle equipment, tools, computers and other office machinery.
- Rarely/Never ascend, descend, work atop, traverse on ladders, equipment and buildings to perform maintenance and safety functions. Heights up to 200 feet.
- Constantly position self to move, to maintain or repair equipment on terminal or in office.
- Constantly detect, determine, identify, recognize, observe, inspect to read and use computers.
- Constantly detect, converse with, convey, exchange information with others via radio, telephone. Ability to listen to equipment to troubleshoot
- Frequently move, transport and position, material up to 50 pounds, occasionally up to 75 pounds.
WORKING CONDITIONS
Some exposure to unpleasant environmental conditions and/or hazards. Majority of work performed inside with exposure to risk.
High School diploma or equivalent required.
