Manager, Procurement Services

Responsibilities

Position is responsible for the development, implementation, direction and management of a professional purchasing program that provides advice and assistance to all JAXPORT departments, enabling timely procurement of the best possible goods and services at the lowest cost. Responsible for inventory management control of two terminal warehouses including replenishment and standardization of stock. Support MBE/WBE/SBE program in the areas of business certification, administrative support, program compliance, tracking and monitoring of participation results as directed by JAXPORT.

Qualifications

ESSENTIAL FUNCTIONS

  1. Tracks funding availability on all capital and operating projects, once these projects are released out for bid. Works closely with Finance Department and appropriate users to ensure projects are within budget limits and funding is available.
  2. Reviews, confers and coordinates with all departments the approval of all bid specifications, contract agreements, contract amendments, change orders and payment requests submitted by contractors or consultants, ensuring that all are completed in the authority’s best interests and that all terms and conditions are followed.
  3. Develops and administers all formal contracts. Resolves contractual disputes as these may arise. Conducts preliminary investigations and prepare fact finding reports, on all contractual disputes, including problem resolution. Researches all claims brought by contractors or consultants and recommends acceptance or rejection to management.
  4. Supports end users during contract performance evaluations, renewals and disputes. Develops ways to improve vendor performance and increase user satisfaction.
  5. Supports the implementation of pre-qualification of construction contractors for projects exceeding $250,000. Maintains Bidder’s List for contractor’s database and handle renewals and rejections.
  6. Reviews invitations for bids, request for proposals, request for qualifications, formal and informal quotes for all formal operating and capital contracts. Ensures proper state, federal, city and JAXPORT’s procurement guidelines are followed. Reviews job cost estimates for contract accuracy and budget compliance prior to presenting recommendations to the Professional Services Evaluation Committee, Awards Committee or Board of Directors, when applicable.
  7. Ensures vendors perform according to user’s expectations, bid specifications and contract requirements. Acts as liaison between user and contractor. Narrow ambiguity and holds contractors accountable to the spirit of the contract.
  8. Participates in Bid Opening, Mandatory Pre-Bid conferences and Advisory meetings to develop better terms and conditions of invitations for bid, request for proposals, request for qualifications, formal and informal quotes.
  9. Recommends changes to bid/contract specifications, terms and conditions in accordance with State, Federal and JAXPORT guidelines, interests and objectives.
  10. Reviews amendments, request for contract clarifications, proposed change orders, changes orders, and/or extensions of all operating and capital formal contracts. Advises departments of contractual rights and obligations.
  11. Supports the Director of Procurement in developing and monitoring contracts and subcontracts, consulting agreements, teaming agreements and other documents as assigned. Provides support for Director in his/her absence.
  12. Ensures projects are completed in full compliance with contract specifications, terms and conditions. Clarifies contract language for contractors as request for clarifications arise. Maintains current performance bonds and insurance/indemnification requirements for all contracts.
  13. Serves as the Chair for the Professional Services Evaluation Committee and reviews all submissions for award of contracts.
  14. Directs and manages the day to day inventory control, fulfillment /replenishment of two (2) marine terminal warehouses.
  15. Develops specific quantifiable criteria to identify Critical, Non-Critical and Obsolete Inventory. Seek Outsourcing of all non-critical inventory and work towards standardization of stock and reduction of value of inventory on hand.
  16. Communicates and train all users regarding policy and procedural revisions, vendor performance and other procurement activities.
  17. Understand business needs and structure programs which meet strategic purchasing objectives including current and future needs of all users.

Wellness:

  1. Develops, plans and implements all JAXPORT wellness initiatives.
  2. Leads committee of volunteers and prepares and oversees wellness budget.
  3. Oversees Broker to plan and implement Annual Health Fair.

DIRECT REPORTS

This position does supervise employees.

OTHER DUTIES

Performs other duties as required or assigned.

Skills

Experience:

  • Minimum of six to ten years purchasing/materials management experience required.
  • Minimum of five years of supervisory/management experience in purchasing/materials management required.
  • Experience in quality assurance, process mapping, procurement planning and analysis or logistics can be substituted for five-year minimum.

License/Certifications: Professional Purchasing Certification is preferred

Knowledge:

  • Knowledge and/or leadership in the optimization of the total supply chain from a cost and process improvement perspective is desirable.

Skills Required:

  • Excellent interpersonal skills with strong verbal and written communications.
  • Vendor/customer negotiation skills are essential
  • Detail orientation essential.
  • Strong proficiency in Microsoft Office Suite.

Other Requirements:

  • Must be able to obtain and maintain a Transportation Workers Identification Credential (TWIC) during employment.

Education

Bachelor’s degree in a related business field with purchasing course work or a closely related area required.
